Background
The Leprosy Mission Nigeria (TLMN) is supporting the National Tuberculosis, Leprosy and Buruli Ulcer Control Programme (NTBLCP), who is the public Principal Recipient for Global Fund Tuberculosis and RSSH / C19RM Grants for the years 2024 to 2026 to recruit qualified candidates into her Programme Management Unit (PMU) as follows:

Job Summary
The M&E Specialist (SCOU) will ensure accurate, timely and complete reporting of programmatic information on the Global Fund support to SCOU and the supply chain transition.
He/she will work with NPSCMP to strengthen M&E activities in the Global Fund Program for the transition.
Key Responsibilities
- Develop a monitoring and evaluation (M&E) framework with partners and stakeholders to monitor progress and evaluate the supply chain transition plan.
- To coordinate with programs and stakeholders in SC risk management
- Support in the enhancement of the NHLMIS for improved performance monitoring/visibility including processes for health product accountability.
- Collect and analyse relevant monitoring and evaluation data; Coordinate the routine monitoring of the supply chain transition plan implementation.
- Responsible for data quality assurance for the project including implementing data quality assessments to ensure accurate and consistent data collection.
- Design robust monitoring and evaluation strategies and plans for NPSCMP.
- Implement monitoring and evaluation plans, develop indicators, create data collection tools and procedures, database design and management.
- Supervise and monitor performance of NPSCMP M&E staff; Identify and support M&E staff capacity development needs.
- Responsible for planning and implementation of M&E related capacity building activities including review of training materials, coordinating M&E trainings and supervision of NPSCMP staff.
- Prepare M&E related reports and contribute to quarterly and annual reporting.
- Participate in relevant meetings such as TWG and liaise between implementing arms of the supply chain, programs, donors, and other partners.
- Contribute to the development of the annual work plan, ensuring alignment with project strategy, agreement on annual targets and inclusion of M&E activities in the work plan.
- Working with the NHLMIS team to regularly assess the performance of the states in compliance with the supply chain transition.
- Carry out monthly review of the program work, develop guidelines for improvement and monitor implementation.
- Coordinates NPSCMP’s performance measurement process; Oversees the development of corporate and departmental level scorecards (translating NPSCMP strategy into measurable performance indicators and frequency of measurement; setting performance targets)
- Performing performance management including oversight of SCOU performance.
- Develop and report performance metrics on a regular basis
Education and Work Experience Requirements:
- Bachelor’s degree in Sciences, Mathematics, Statistics, health sciences or any other quantitative social sciences.
- An advanced degree in Public Health, Data Analytics, Health Informatics, social sciences, Demography, Epidemiology, Biostatistics, or any other related field.
- Applied training in monitoring and evaluation, including research methods
- Ability to process and analyze data using one or more statistical software packages such as SPSS, R, Epi-Info, Stata or SAS.
- At least 7 years’ experience in monitoring and evaluation of large health programs of Malaria, TB or HIV programs and experience in the management information systems in the public/private health sector.
- Strong working knowledge of public health systems
- Experience in managing donor (GF or USAID) Service Level Agreement and ensure compliance with service standard and performance indicators
- Training and experience in logical framework, project management and M&E and setting up of M&E systems in health programs.
- Demonstrated experience in designing and implementing M&E systems including performance frameworks, project management, and program/project evaluations within the Nigeria health sector
- Familiarity with qualitative and quantitative M&E methods in health sector.
- Experience in the monitoring and implementation of Global Fund grants is an added advantage.
- Familiarity with the MoH health management information system is an added advantage
- Good capacity to produce reports on time
- Proficiency in data analysis tools and programming languages such as Power Bi
- Strong training and facilitation skills
- Ability to work within a team and interact effectively with collaborating agencies/departments and development partners.
- Ability to work independently within deadlines, self-motivated and creative.
Desired Competencies:
- Ability to produce timely reports.
- Strong management, supervisory, and capacity building skills.
- A knowledge of public health issues in Nigeria and a knowledge of policies and processes of donor funded programs, GF experience is an added advantage.
- Strong written and oral communication skills in English.
- Competency in Microsoft Office Word, PowerPoint, Excel, database programs and statistical software.
- Ability to work independently and within a team and interact effectively to meet deadlines.
- Strong leadership skills and ability to respond effectively to work challenges.
