Job Summary:
The MEAL Officer will assist in designing and implementing the MEAL activities of the Project; assist the Head of Programmes in preparing Quarterly/Annual reports on project progress and assist in monitoring the project activities on a regular basis, assist in developing and maintaining the MIS of the Project. The MEAL Officer will work in close collaboration with the project teams, Government officials, private sector, non-government and civil society organizations.
Key Responsibilities:
MEAL Tool Development and Data Management
- Developing and implementation of a robust monitoring and evaluation system that will ensure tracking of project/ programme results at different levels (outputs, outcomes and impact).
- Developing/ Adopting an integrated database of all country projects/ programmes and ensuring accountability through regular data updates, data integrity, and working in collaboration with the data processors.
- Ensure the collection of relevant and appropriate data needed for an effective MEAL system which will be utilized in monitoring strengths, weaknesses and gaps in existing projects/ programs and services and for reporting on donor commitments.
- Review existing data collection tools for the current TLM-Nigeria programmes.
- Incorporate field and technical team feedback to ensure the continuous improvement of data management systems within TLM-Nigeria and other partners.
Monitoring and Reporting
- Work closely with the program managers to ensure that feedback to implementing partners in the programme is within time.
- Develop M&E plans for all projects and proposals and ensure the same is followed up during implementation;
- Ensure all grants have updated work-plan and performance management plan (PMPs) in line with all approved proposals, regularly reviewing and updating as needed.
- Carry out data quality assessments/ audits regularly for MEAL data based on agreed indicators to guide decision-making.
- Assist in reviewing monthly progress reports from partners and ensure they have evidence to back up and provide feedback to the respective staff.
- Ensure that cross-cutting issues such as participation, gender, age and disability are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability.
- Assist in producing monthly, quarterly, and annual M&E reports based on agreed indicators that will guide decision-making and program implementation.
- Responsible for the compilation of half-year and annual reports of project data and reports for submission to TLMI and other partners.
- Develop monitoring and impact indicators for the project’s success.
- Monitor and evaluate overall progress on achievement of results.
- Monitor the sustainability of the project’s results. Provide feedback to the Head of Programs on project strategies and activities.
- Work with partners to ensure the collection of relevant and appropriate data needed for an effective M&E system which will be utilized in monitoring of strengths, weaknesses, and gaps in existing programs and services required for reporting.
- Undertake periodic monitoring and technical support visits to states.
- Assist the Project officer in preparing other relevant reports.
Assessments, Surveys, and Evaluation
- Liaise with partners and state project assistants to ensure that all new and ongoing projects adhere to accountability requirements by initiating baseline surveys for new projects/ programmes and conducting relevant evaluations for ongoing projects to meet TLM-Nigeria standards.
- Ensure that TLM-Nigeria office learns from all final evaluations of completed projects for decision-making and improvement of project designs.
- Assist in coordinating all assessments, evaluations, and performance evaluation tasks including planning and reporting on the same.
- Assist in the development of TOR for external surveys and consultant recruitments/ selection.
- Coordinate and review all survey reports prepared to ensure quality and accurate reporting.
- Timely plan and initiate all pre and post-intervention assessments, surveys, Reviews, Post Monitoring, and Real-Time Evaluation of emergency programmes.
- Collect, collate, analyze, and interpret TB, TB/HIV, and Leprosy data according to national guidelines.
- Support the design and implementation of baseline/midline/end term and other surveys as well as conduct project reviews according to the approved work plan.
Learning, Accountability, and Capacity Building
- Conducting monitoring of all pre-implementation and post-implementation monitoring that meet laid down standards regularly.
- Provide relevant evidence for learning from projects
- Share learning and provide constructive comments to colleagues to ensure programme quality.
- Ensure Sex, Age, Disability Disaggregated Data (SADD), Accountability, and Gender standards are consistently adhered to in programme delivery.
- Build the capacity of staff through training to ensure the adoption of new data monitoring tools and the quality of data collected.
- Keep abreast of new approaches and tools on M&E, and provide training to TLM-Nigeria staff as requested to enable staff to monitor and evaluate their efforts, gather relevant data, and produce required progress reports;
- Assist in coordinating across the available components of the Project to ensure effective implementation of M&E/MIS.
- Assist the project personnel with M&E tools and in supporting them in their use.
- Organize and conduct training on M&E/MIS for project and government staff.
- Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks and recommend further improvement of the logical framework.
- Contribute to TLMN-wide organizational learning by disseminating data, reports, and lessons learnt provided by field staff and state partners.
- Participate in annual project reviews and planning workshops and assist the MEAL Officer and Head of Programs and Operations in preparing relevant reports.
- Undertake any other relevant duties as may be requested from time to time.

Qualification | BSc or Equivalent in Mathematics, statistics, demographics, public policy, public health or any other health science.At least 4 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/ Government;Experience in designing tools and strategies for data collection, analysis and production of reports. | Previous work in data collation and reporting in a health-focused organization. |
Knowledge | Proficiency in computer packages such as MS Word, Excel, power point and any statistical analysis software (SPSS, EPI-INFO, STATA, SAS or similar).Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/performance monitoring plans.Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.Experience in planning and managing surveys.Experience developing and refining data collection tools.Interpersonal skill.Verbal and written communication skill.A good leader. | Working Knowledge of Hausa is an added advantage |
